4. Rum River Bridge Crossing: Still waiting for the Federal Highway Administrator <br /> to complete the review on the environmental assessment. <br /> <br />5. CAB Interceptor: The last CAB meeting was held March 12, 1981 at Anoka. The <br /> Anoka portion ~f the CAB is still scheduled for construction in 1981 and 1982 <br /> which would provide service to Ramsey along U.S. Highway 10 in late 1982. <br /> However, capacity allocated to Ramsey is very minimal and the timing of the <br /> Ramsey Second Connection is in question as indicated in Fred Stenborg's (MWCC) <br /> memo dated March 6, 1981 to John Harnington (Met Council). We will be meeting <br /> with Jim Barton on March 23, 1981 to discuss the Ramsey flows and the Compre- <br /> hensive Plan. <br /> Discussion of the lower segment of the CAB was held and amendments to proceed <br /> with plan and specs on CAB and to expand the Anoka Treatment Plant are being <br /> reviewed by the 208 Plan Advisory Board this week. It is the pos'ition~of~the <br /> Met Council to proceed with plans for the lower segment of the CAB using local <br /> funds. However, the construction of this segment is in question due to Reagan's <br /> cutbacks in grants. <br /> The council should contact the 208 Plan Advisory Board members from this area <br /> who are Marvin Mindess and John Christenson to express their concerns for this' <br /> project. Without construction of the lower CAB the flows allocated to Ramsey <br /> will be minimal and the Second Connection would be delayed. <br /> The next CAB meeting is scheduled for 10 A.M. on April 16, 1981 at Brooklyn <br /> Park. <br /> <br />6. Sewer Service Area Advisory Board: I attended the first meeting of the.. <br /> S.S.A.A.B. at Coon Rapids on Mar~h 11, 1981. The main function of these meetings <br /> is to establish communications between the MWCC and the sewer service area <br /> communities. Therefore,'if anyone has any question in regard to the MWCC, please <br /> let me know. The next meeting is scheduled for 7:30 P.M. on April 1, 1981 at <br /> Brooklyn Park, which will involve a slide show on the wastewater treatment plants. <br /> We are also planning to have the Environmental Protection Agency, the Met Council <br /> and the Minnesota Pollution Agency at one of our meetings to discuss functions and <br /> relationships. 'We have heard conflicting stores from these agencies concerning <br /> the CAB Interceptor. For instance one reason the Met Council says CAB has been <br /> delayed is because MPCA will not allow construction until the Metro Plant meets <br /> effluent standards. Met Council also has stated that the Metro Plan won't meet <br /> standards until 1987, but George Lusher from MWCC stated that Metro has been <br /> meeting standards for almost a year. With all agencies present maybe we'll be <br /> able to get the actual facts. <br /> <br /> 7. Feasibility Studies on Drainage Problems 163rd Ave. & Olivine St. and 159th Ave. <br /> & Dolomite St.: Council officiall~ received these at their February 10, 1981 <br /> meeting and decided to wait on holding public hearings. <br /> <br /> 8. Comprehensive Storm Drain Stud~: A resolution establishing the rates for storm <br /> drainage improvement charges is to be reviewed at the March 31, 198[special' <br /> council meeting. <br /> <br /> 9.
