CITY COUNCIL WORK SESSION
Topic: Sketch Plan: GADS Prairie
By: Sylvia Frolik, Asst. Community Development Director

Background:

Aaron Stritesky submitted a sketch plan to develop detached townhome units on the 2.3 acre
parcel located to the west of Nowthen Boulevard and north of Iodine Street N.W. The subject
property is zoned R-2 Medium Density Residential which allows up to 7 units per acre. The
sketch plan proposes 11 units, which equates to a density of approximately 4.7 units per acre.

City Code requires all townhome developments to be served by at least one main public
road. The sketch plan has been designed to be served solely by a private street. This
design conflicts with City Code. It is noted that the depth of the property presents a
hardship in providing a full public road right-of-way, especially in complying with
structure setback requirements. An alternative that might be explored is designing the
plat with a public service road which requires a 45 foot wide public right-of-way. The
service road would have to be constructed to the north property line of the property to
facilitate eventual connection at 146th Avenue N.W. as development occurs to the north.
However, even a 45 foot right-of-way might not resolve the setback issues. The
Developer and Staff would have to review options such as variances or planned unit
development if the project goes forward.

The proposed housing style is rambler, one-level living. There is a need for this product
in Ramsey.

Attachments:

a~ Site location map
b. Sketch Plan

Action Statement:

The sketch plan process provides the City Council the opporttmity to relay to the developer
components of the proposed subdivision related to land use, street network, lot layout, and
overall design that are acceptable, and components that may need further analysis during
preliminary plat submittal.

CCWS: 03.28.06
