independent early in 2021, he would not want to specify a date because of the unexpected <br />challenges that have arisen with COVID-19. <br />Mr. Breyen referenced the contract language related to a request in a change in the fees/cost- <br />share and that must be agreed upon by both parties. <br />Ms. Musgrove commented that she believes that Nowthen values the service provided by <br />Ramsey for fire services. She referenced the amount for fire services of $147,000 which would <br />equate to $12,000 per month. She recognized that Nowthen is not anticipating needing <br />assistance throughout the entire 2021 year and suggested that the agreement end at April 30, <br />2021. She stated that perhaps the discussion should end for tonight and a meeting should <br />occur following June, as Nowthen will most likely have more information on its timeline. <br />Mr. Ulrich agreed that some progress was made tonight to clear up some misunderstandings. <br />Ms. Heinrich asked the timeline to wrap up these discussions, recognizing the delay that <br />COVID-19 has caused. <br />Mr. Ulrich stated that he believes there should be a meeting in June but for budgeting purposes <br />an agreement should be reached prior to September 1st for budgeting purposes. He suggested <br />a deadline of August 1st in order to work the figures into the budgets for each city. <br />It was noted that the Nowthen City Council will meet on June 9th but could hold an additional <br />special meeting if necessary. <br />Ms. Heinrich asked if the group meets in June and the decision is deadlocked, would a meeting <br />then be held in July. She stated that in the case of deadlock there is a clause in the contract <br />that would allow for a fifth person. <br />Mr. Pilon commented that if the clause is used for that purpose, he believes that this could end <br />in court. He stated that there is a complicated formula for the relief fund and most likely those <br />that drafted the agreement did not anticipate it lasting 14 years. He stated that they would like <br />to get out of this without ending in litigation. He stated that their interpretation of the ability of <br />the fifth vote imposing $160,000 on Nowthen is different than the position of Ramsey. <br />Mr. Ulrich stated that it would seem more prudent for the two parties to come to an agreement <br />but noted that Ramsey would be willing to go to court if necessary. <br />Fire Relief Association Pension Bill <br />Ramsey Fire Board / May 27, 2020 <br />Page 7 of 8 <br />
