We will <br />also include an analysis of opportunities for public subsidy and public <br />financial participation as may be necessary to activate development. <br />At this point, Council will review planning and development cost options to <br />define an equitable and fair price for RTC land should they wish to proceed to <br />the next Phase of work. <br />PHASE TWO <br />1. Prepare a DRAFT General Business Term Sheet that outlines the offer to <br />purchase land the interested land owners/bank. This document will <br />include financing terms and conditions, title requirements, and a closing <br />schedule. <br />2. Continued refinement of Term Sheet that will result on a Purchase <br />Agreement to be executed by all parties. <br />PHASE THREE <br />1. Initiate public process to refine the Ramsey Town Center to produce a <br />modified Land Use Diagram that is both consistent with the "Vision" and <br />responds to opportunities for successful development of Ramsey Town <br />Center. <br />2. Preparation of DRAFT Request for Proposals to the Development <br />community that includes, (1) specific land opportunities for sale including <br />detailed and complete pricing and assessment requirements, (2) general <br />land use guidelines that indicate the City's goals for the project, (3) a <br />detailed listing of any opportunities for public assistance available to the <br />Developer to assist with development costs, and (4) a specific timeline <br />and performance criteria that will be required of the Developer. <br />3. Provide continued support of City staff as necessary. <br />PROJECT TEAM MEMBERS <br />In addition to the time and dedication of City of Ramsey Planning, Engineering, <br />and Administrative staff, this project will need additional expertise to create a <br />qualified and motivated team.
