Councilmember Dehen stated that in the appointment process, he would like everyone to be <br />considered for the openings and not have a different or automatic reappointment for incumbents. <br />He stated that his understanding is that Councilmembers Elvig and Strommen are appointed as <br />members of the EDA as long as they are on the Council. <br />City Administrator Ulrich stated that the Council reappoints members every year. <br />Assistant City Administrator Nelson stated that she thinks the point was that if the <br />Councilmembers were not re-elected, then their term on the EDA would also end, but otherwise <br />the could continue to serve. <br />Mayor Gamec stated that at the first meeting of the year, the Council reappoints people to <br />standing committees and thinks this is what also happens in the case of the EDA. <br />City Attorney Goodrich stated that he would have to look at the statute. <br />Councilmember Dehen stated that he thought the EDA was different and no other <br />Councilmember would have a chance to serve on this Commission. <br />Assistant City Administrator Nelson stated that she will research this and find out if this is <br />correct. <br />Motion by Mayor Gamec, seconded by Councilmember Olson, to recommend to the City <br />Council that the terms of EDA members Chris Riley and Jim Steffan be extended as outlined by <br />staff, so three EDA terms will not expire at the end of 2008. <br />Further Discussion: Councilmember Dehen stated that he opposes this change if it will give <br />preference to any member over other interested parties. <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Olson. Voting No: <br />Councilmember Dehen. Absent: Chairperson Jeffrey. <br />Appointment Policy <br />Assistant City Administrator Nelson reviewed the current appointment process and noted that a <br />member of the Personnel Committee had expressed interested in having new applicants be <br />considered alongside incumbents in the appointment process. <br />Motion by Mayor Gamec, seconded by Councilmember Olson, to recommend to the City <br />Council that no change be made to the existing Appointment Process. <br />Further Discussion: Councilmember Dehen stated that he was the one who opposed giving <br />incumbents a leg up in the application process. He noted that as he stated in the earlier <br />discussion regarding EDA members, he thinks anyone interested should be considered along <br />with the rest of the applications, especially when it is not an elected position. <br />Personnel Committee / February 26, 2008 <br />Page 5 of 6 <br />
