Absent: Councilmember Dehen. <br />COMMITTEE BUSINESS <br />Case #1: Accept the Resignation of the Part -Time Building Maintenance Worker and <br />Authorize Staff to Continue Recruitment Process <br />Human Resources Manager Reed Kone stated the City moved into the new Municipal Center in <br />November 2006 and has contracted with two different cleaning services since that time. She <br />indicated that overall, the services provided did not meet the City's expectations; as a result, as <br />part of the 2009 budget, staff proposed canceling the cleaning contract and hiring a part-time <br />building maintenance worker to fulfill those responsibilities. She explained the City hired Steve <br />Paquette who has since resigned for personal reasons and staff is now requesting authorization to <br />fill this vacancy. She added staff intends to go back to the original pool of applicants and contact <br />some of them to find out if they are available and/or interested in the position. <br />Building Maintenance Supervisor Bray stated the primary responsibilities of this position include <br />cleaning, maintaining of buildings, some work in the cemetery as well as all City -owned <br />buildings, including Fire Stations No. 1 and 2, some painting, overall maintenance, HVAC <br />maintenance, and fleet management. He added with the possibility of leasing space in the old <br />City Hall to MN Renaissance and leasing space in the Municipal Center to Anoka County for a <br />licensing center, the workload will be increased for the Building Maintenance Division, which <br />necessitates filling this vacancy. <br />Chairperson Jeffrey asked if it will be the City's responsibility to clean the space at the old City <br />Hall if that space is leased. <br />Assistant City Administrator Nelson replied this is negotiable and added the lease with MN <br />Renaissance stated that they perform all janitorial work. She stated in preparation for MN <br />Renaissance's occupancy, the City will be required to perform some building maintenance, <br />including HVAC, replacing light bulbs, re -keying, and other light maintenance, but MN <br />Renaissance would perform the routine janitorial work. She explained that with respect to the <br />lease with Anoka County, the City is proposing to perform all maintenance work including <br />janitorial. <br />Mayor Ramsey requested clarification regarding the cleaning contract and the budget impact of <br />this position. <br />Human Resources Manager Reed Kone stated the cleaning contract was for $39,000 annually <br />and the cost of the part-time worker was $23,000, including applicable taxes, benefits and <br />insurance; this results in a $16,000 savings for 2009. <br />Councilmember McGlone asked if there was anything the City did that caused Mr. Paquette to <br />resign his position. <br />Personnel Committee/January 27, 2009 <br />Page 2 of 8 <br />
