Motion carried. Voting Yes: Chairperson Jeffrey, Mayor Ramsey, and Councilmember <br />McGlone. Voting No: None. Absent: Councilmember Dehen. <br />Chairperson Jeffrey expressed the Committee's thanks to Human Resources Manager Reed Kone <br />for her efforts in preparing the pay equity report. <br />Case #3: Consider a Resolution Amending the "Policy for Appointing Board and <br />Commission Members" <br />Human Resources Manager Reed Kone stated at the January 6, 2009 Work Session, the City <br />Council discussed several possible changes to the policy for appointing board and commission <br />members. She presented a proposed Policy for the Committee's consideration, noting the <br />following changes: (1) incumbents and new applicants will be considered in one collective <br />recruitment, interview, and selection process; (2) term expiration dates will be adjusted to March <br />31 to allow newly elected City Council members to take office before making appointments; (3) <br />applicants will be interviewed by the full City Council and the City Council will consult with the <br />chair and vice chair of each board or commission regarding appointments; however, the final <br />decision regarding appointments will rest with the Council; and (4) if there are more than five <br />applicants for a vacancy, the City Council will screen the applications and select five applicants <br />to interview. She noted that the vacancies and proposed policy changes have been advertised in <br />the Ramsey Resident, on the City's website, and included with the utility bill mailed on January <br />26. She added the cost to advertise was approximately $400 and will be taken from the <br />Administrative Services budget. <br />Chairperson Jeffrey asked if any persons have expressed an interest. <br />Human Resources Manager Reed Kone replied that staff heard from seven or eight individuals <br />and applications were sent to them; only one application has been returned to date. She stated <br />there are seven incumbents and added there were seven or eight people who applied last year and <br />those individuals have been contacted to see if they are interested but staff has not yet heard from <br />any of them. She asked the Committee how it would like to handle those individuals whose <br />terms expired on December 31. <br />Mayor Ramsey stated his preference would be to not require incumbents to fill out an <br />application, but rather, to simply submit a letter stating they are interested in reappointment. <br />Councilmember McGlone requested further information regarding the application form. <br />Human Resources Manager Reed Kone stated incumbents submit a letter of interest and are <br />asked to comment regarding their contributions to the board or committee on which they serve, <br />the goals of the board or committee on which they serve, and/or the accomplishments of the <br />board or committee on which they serve. She indicated that new applicants would be required to <br />complete a questionnaire with seven or eight questions. <br />Personnel Committee/January 27, 2009 <br />Page 4 of 8 <br />
