the right to work in the community. He advised that a contract of that nature would be one day <br />per week and the work would need to be labor intensive. He stated that if it is raining on that one <br />day per week, the City would need to find other work for the crew or they would be sent back <br />with pay. <br />Public Works Director Olson confirmed that was the case. <br />Chairperson Dehen stated he was under the impression that these workers would have less than a <br />one year sentence. <br />Police Chief Way confirmed that the workers would come from the Lino Lakes facility but had <br />originally come from the St. Cloud or Stillwater prisons. He advised that the worker's sentence <br />could have originally been 20 years and they were serving the last two to three years at Lino <br />Lakes. Police Chief Way stated there would not be any convicted rapists on the crew but <br />offenses could range from manslaughter to drugs. <br />Councilmember McGlone questioned what would occur on a rainy day for a seasonal worker. <br />Parks Supervisor Riverblood advised that seasonal workers call the City on rain days and if they <br />do not work on that day they are not paid. <br />Councilmember Jeffrey agreed that a possible long-term commitment with the Department of <br />Corrections should be researched further. He stated that while he would love to give that type of <br />work to youth offenders, he was not confident about the type of worker the City would receive. <br />Councilmember Jeffrey stated support to fill the position with a seasonal worker for the <br />remainder of the year with further discussion occurring about the position for 2010. <br />Chairperson Dehen thought that it would be beneficial to help integrate the people from the <br />prison in one way or another and help them gain self worth during that process. <br />Public Works Director Olson commented that the City had an incredible experience with the <br />program in the past, the crew was productive, and he wrote a letter of recommendation for the <br />Department of Corrections. He stated that while the Department of Corrections had been very <br />professional and a great success in the past, he did not feel that it would be a good fit at this time <br />because of the short period of time needed. <br />Councilmember McGlone commented that if the City is looking to fill a short-term need <br />additional information is needed regarding the Department of Corrections. He thought that this <br />vacancy should be filled with a seasonal worker at this time with further conversation taking <br />place regarding the vacancy for 2010. <br />Motion by Councilmember McGlone, seconded by Councilmember Jeffrey, to approve <br />recommendation from staff to fill the vacancy with a seasonal worker for the remainder of the <br />year, with further discussion regarding the 2010 vacancy. <br />Personnel Committee / July 28, 2009 <br />Page 4 of 5 <br />
