Human Resources Manager Reed Kone' responded there were no longer term limits, so she
believed this was okay.
Motion by Mayor Ramsey, seconded by Councilmember McGlone, to recommend that the City
Council accept Ms. Erickson's resignation from the Park and Recreation Commission and to
appoint Mr. Shane Bennett to serve the remainder of Ms. Erickson's current term: November 25,
2009 through March 31, 2014.
Motion carried. Voting Yes: Chairperson Dehen, Councilmembers Ramsey and McGlone.
Voting No: None.
Case #2: Consider Approving the 2010 City Health Insurance Contributions for Non -
Union Employees
Human Resources Manager Reed Kone' reviewed the staff report.
Mayor Ramsey asked if this had been figured into the 2010 budget.
Human Resources Manager Reed Kone' responded the contributions had been figured into the
budget, but contribution levels for the union employees still had to be negotiated.
Chairperson Dehen noted at some point people had to understand that when there was health care
coverage, somebody had to pay for it and he believed high deductible encouraged caution when
going to the doctor, but he was not sure if there was incentive to hold the cost down if the City
was contributing to it.
Councilmember McGlone asked if it was common that an employer contributes to a deductible.
Human Resources Manager Reed Kone' responded in the public sector it was very common.
Councilmember McGlone asked if the City had thought outside the box and had looked at other
options.
Human Resources Manager Reed Kone' responded the City last went out to bid for 2008/2009
and staff had also looked at self -insuring, but the group was too small for self-insurance.
Mayor Ramsey asked what the deadline was for a decision.
Human Resources Manager Reed Kone' responded she anticipated open enrollment in December
and she wanted to make sure staff knew about the plans so they had knowledge about which plan
they wanted to choose.
Mayor Ramsey responded he was concerned that the Committee had not had the chance to look
at the amended case before tonight's meeting. He stated he did not like the numbers.
Personnel Committee / November 24, 2009
