INTRODUCTION <br />The City received a petition for street ~ading and pavement improvements on December <br />10, 2004. A copy of this petition is included in Appendix A. This petition was considered <br />by the City Public Works Commit-tee on January 18, 2004 and was forwarded to the City <br />council with a recommendation that a feasibility study be prepared. This recommendation <br />was ratified by the City Council at the February 8, 2005 meeting. A public hearing was <br />held on April 25, 2005. The project was ordered on June 14, 2006 and plans and <br />specifications were prepared. The project was bid on February 2_3, 2006 and all bids were <br />rejected as required by the City Council on February 28, 2006 since the bids exceeded ~he <br />original feasibility study estimate by more than 10%. <br />The petition received requested that the following segments of street: I63~ Lane fi.em <br />Variolite Street to Uranimite Street; urann'nite Street from 167 Lane to 164~h Lane; <br />164m Lane from Umaimite Street to Sapphire Street; Sapphire Street from 164th Lane to <br />16gm Avenue; and 164th Avenue from Sapphire Street to a point 300 feet east thereof, <br />hereai~er which shall be referred to as Welcome's Road, be considered for improvements <br />consisting of grading and bituminous paving. The project area is illustrated in Figure I. <br /> This report will identify the current conditions and along with the proposed <br /> improvements and the associated costs. These costs reflect the project improvements in <br /> light of the prepared plans and specifications and the February 23, 2006 bidding results. <br /> Finally this report -,,rill outline the proposed method of financing for each element of the <br /> improvements. <br /> <br />EXISTING CONDITIONS' <br /> <br />The streets above identified as Welcome's road consist of slightly over one half mile of <br />sand surfaced street which varies in width, but are generally about 30 feet wide. The <br />alignment does not consistently follow the center of the 66 foot right of way. Drainage is <br />provided by roadside ditches and driveway culverts along most of the length of the <br />project area, but are lacking over a significant portion of the roadway. <br /> <br />PROPOSED IMPROVEMENTS <br />It is proposed that the roadway be regarded such that it is aligned w/thin the center of the <br />66 foot right of way. A 28 foot wide bituminous pavement shall consist of four inches of <br />class 5 granular base, two inches of bituminous base course, and 1.5 inches of bituminous <br />wear course on 163~d Lane, Uranimite Street, and 164th Lane.
