The Planning Commission met on March 3, 2006, and voted unanimously to recommend denial <br />of the preliminary plat. The primary reasons stated for recommending denial of the plat are: <br />public safety issues associated with single access, an over-extended cul-de-sac, and not enough <br />density transitioning. <br /> <br />Recommendation: <br /> <br />There are multiple issues for the City Council to consider concerning the proposed project. This <br />site is challenged because of the lack of existing road frontage and the existence of wetlands and <br />other natural barriers. To develop this land under any set of regulations would be challenging. <br />The application complies with City Code in most areas. However, it does not comply with cul- <br />de-sac length maximums, for which a variance is sought. Also, the City strives to obtain at least <br />two accesses into developments for public safety purposes, and the proposed development <br />provides only one access. While single access developments are discouraged, many have been <br />approved in the past. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #06-03- to approve the preliminary plat of Shade Tree Creek <br />contingent upon compliance with the City Staff Review Letter dated January 27, 2006, revised <br />February 28, 2006 and contingent upon receiving all necessary approval from the Lower Rum <br />River Water Management Organization <br /> <br />-or- <br /> <br />Motion to deny the preliminary plat of Shade Tree Creek. <br /> <br />Review Checklist: <br />Asst.
