Planning Commission Minutes- February 2, 2006 Case #2: Request for Preliminary Plat Approval of Shade Tree Creek; Case of Shade Tree Communities Presentation Associate Planner Dalnes indicated that Staff is recommending tabling this item for additional information and continuing the public hearing. Associate Planner Dalnes stated that the applicant is proposing to create 16 single-family lots on approximately 40 acres. She indicated that the property is currently located in the R-I Rural Developing District, with a minimum density of 1 lot per 2.5 acres. She indicated that as part of the requirements for cluster developments, a detailed plan for the design, management, and maintenance of the community septic system is required. She stated this information has not been subr~itted at this time. She indicated that Staff is requesting that the applicant submit details concerning the community septic system. Associate Planner Dalnes stated that also, as part of the requirements for cluster developments, a utility plan outlining the installation of sewer and water facilities is required. She indicated that the applicant has submitted materials indicating the location of sewer facilities, and is proposing individual wells to provide water services to the proposed lots. She indicated that the City has required additional information outlining the installation of water loop facilities and a maintenance plan to ensure the integrity of these installations over time. Associate Planner Dalnes stated the preliminary plat is proposing to gain access from Erkium Street. She indicated the property currently contains an existing private drive that provides access to the property located immediately to the south. She indicated that Staff is recommending that the public street be platted and constructed to urban standards to the southern-most lot, and that rural standards be followed to pave the extent of the street to the edge of the parcel. She added that the plat is showing a future east/west street. She stated Staff is recommending that the configuration of the proposed future street be platted as part of the first phase and constructed to rural standards to the west edge of the parcel to facilitate a future westerly connection. She indicated that a variance to cul-de- sac length is also being proposed as part of the plat. Public Input Vice Chairperson Johnson opened the public hearing at 7:12 p.m. He noted that there were a series of communications in front the Commission from people with interest in this matter, which were given to them just prior to the meeting. Megan Wald, Shade Tree Construction, stated they have been working with Staff since they received the review letter, and have given staff revised plans, which she feels addresses the questions. She indicated they have given Staff information on the septic -279-
