MINUTES FROM MARCH 3an, 2006 PLANNING COMMISSION MEETING <br /> <br />Case #1: <br /> <br />Request for Preliminary Plat of Shade Tree Creek; Case of Shade <br />Tree Construction <br /> <br />Presentation <br /> <br />Associate Planner Dalnes advised that Shade Tree Construction has applied for <br />preliminary plat to develop 16 single-family lots on the property generally located south <br />of 177th Avenue at Erkium Street. She indicated that all of the proposed lots appear to <br />meet the cluster standards for R-I Rural Developing. She stated that the lots conform to <br />minimum and maximum lot width, size, and frontage on a public road, with the exception <br />of Lot 9, Block 3 which appears slightly larger than permitted. <br /> <br />Associate Plarmer Dalnes stated that the preliminary plat is proposing to gain access from <br />Erkium Street. She indicated that Staff is recommending that the public street be platted <br />and constructed to urban standards to the southern-most lot and that rural standards be <br />followed to pave the extent of the street to the edge of the parcel. <br /> <br />Associate Planner Dalnes indicated that the landscaping and tree preservation plan have <br />been submitted and are generally acceptable to Staff. She stated that Staff received a <br />revised tree preservation plan addressing Staff's concern regarding tree preservation on <br />the western portion of the proposed lots. She indicated that the applicant has also <br />submitted a revised landscaping plan that shows additional plantings along Lots I-3. <br /> <br />Associate Planner Dalnes stated that Staff has received numerous letters and phone calls <br />from residents expressing concern with the proposed development. She indicated that the <br />primary concerns were the increase in traffic and accompanying safety issues with <br />providing only a single access, the maintenance and monitoring of the community septic <br />system, the source of water supply, and the amount of density transitioning. <br /> <br />Community Development Director Trudgeon stated that the City Council met at a work <br />session on Tuesday, February 22, 2006 to discuss the cluster ordinance. He indicated that <br />they discussed a variety of mechanisms for improving the ordinance, but there was not an <br />inclination to repeal it. <br /> <br />Community Development Director Trudgeon stated that there has been a lot of time spent <br />discussing the cluster ordinance, and there is still a lot of concern. He indicated that one <br />reason Staff suggested tabling this at the last meeting was because they wanted more <br />septic system information. He stated they have enough information to move forward <br />with that now. He indicated there has also been additional density transitioning, and the <br />extension of the road is now shown on the plat. He stated that from a zoning code aspect, <br />this conforms. He indicated that the issue is still access, but if this were developing at 2.5 <br />acre lot sizes, it would still be an issue. <br /> <br />-285- <br /> <br /> <br />
