ORDER 2006 STREET MAINTENANCE PROGRAM <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />The 2006 program consists of eleven individual projects addressing the maintenance <br />needs on 17.41 miles of city streets. Projects 06-01 through 06-03 which covers 5.34 <br />miles of city streets, will receive a sealcoating preceded by sealing of cracks. Projects 06- <br />04 through 06-I 1 which involve 12.07 miles of street, will receive a one and one-half <br />inch bituminous overlay of the existing bituminous pavement. The 2006 program <br />includes 1.30 miles of MSA street. The program being proposed at this time differs fi-om <br />the program considered at the public hearing held on January 24, 2006 as follows: <br /> <br />· 157th Lane has been removed from the program due to the fact that a petition has <br /> been received fi-om residents of that street requesting a feasibility study for the <br /> extension of sewer and water. <br />· The Riverdale Drive and the segments of Armstrong Boulevard and Alpaca Street <br /> north of Riverdale Drive in the Alpaca Estates subdivision have been removed <br /> because these streets would be affected by the installation of sanitary sewer and <br /> water which is being considered to be extended to the vacant parcel east of Alpaca <br /> Estates. <br />· The program has added project 06-12 which consists of the construction of 160th <br /> Lane for a distance of 300 feet west of the point it currently terminates in a cul de <br /> sac west of Jaspar Street. This project will be bid as a separate division and <br /> funding will be provided by the general fund. <br /> <br />The 2006 program is proposed to be financed through a number of funding sources <br />including MSA funds, developer escrows, special assessments, and City general funds. It <br />should be noted that MSA streets will be special assessed in the same manner as other <br />City streets. <br /> <br />The total cost of all improvements is anticipated to be $964,275, of which $20,376 will <br />come from developer escrows and $143,830 will be financed through MSA funds. <br />Funding for individual projects is divided equally between assessments and the City <br />general fund budget. Sealcoat project assessments are anticipated to be $100 for <br />residential properties. Commercial sealcoat assessments will vary based upon parcel size <br />and are anticipated to range between $102 and $1,546. The overlay projects have <br />anticipated assessments which range between $805 and $1,317. Project 06-12 is <br />estimated to cost $ 50,000. <br /> <br />Recommendation: <br /> <br />It is recommended that the Council accept plans and specifications and authorize <br />solicitation of bids for the 2006 Pavement Maintenance Program. <br /> <br />-347- <br /> <br /> <br />
