Councilmember Olson stated that the time seems right to make the change because Mr. Olson is <br />so integrated into the process already and the City is growing immensely. <br /> <br />Human Resources Manager Reed noted that staff is expecting a report from Springsted some <br />time this week. Once the report is received staff will bring that information forward for <br />discussion at a Council work session. <br /> <br />Mayor Gamec stated that he doesn't disagree with the philosophy of making the change because <br />it should have been done a couple of years ago. His only concern was if they rearrange one <br />department based on the results of the study and not others is that going to cause problems. <br />Also, if they do make some changes to these positions then more than likely there will have to be <br />some changes made in regards to salaries. He is concerned about how it impacts the big picture, <br />especially the budget, but overall agrees with the whole philosophy. <br /> <br />Councilmember Cook replied that he did not believe that the report will provide any information <br />on salary. <br /> <br />Mayor Gamec replied that may be true but if the report indicates that they City is in need of more <br />employees the Council is going to have to realize that they will have to bite the bullet and bring <br />these people on board, which can be a big impact on the budget. <br /> <br />The Committee discussed the impact the increase in population will have on the City's <br />classification and what impact that may have on the budget. <br /> <br />City Administrator Norman explained that this is a process that may take time to layout. <br /> <br />Councilmember Elvig stated that Mr. Kapler has done a marvelous job in developing the staff in <br />the Public Works Department. <br /> <br />Councilmember Jeffrey stated that as the growth continues in the City this is a necessary change <br />and public safety is key. <br /> <br />COMMITTEE INPUT <br /> <br />There was none. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Pearson, to close the regular <br />meeting of the Personnel Committee. <br /> <br />Motion carried. <br /> <br />The regular meeting of the Personnel Committee adjourned at 6:57 p.m. <br /> <br />Personnel Committee / February 28, 2006 <br /> Page 5 of 6 <br /> -20- <br /> <br /> <br />
