Case #2: <br /> <br />Public Hearing and Levy Special Assessment for Improvement Project 02-40 <br />Sanitary Sewer Watermain and Storm Sewer Improvements to Oak Terrace <br />Estates Mobile Home Park <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:29 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:29 p.m. <br /> <br />Presentation <br /> <br />Assistant Public Works Director Olson explained this project consists of the extension of <br />municipal sanitary sewer and watermain to the Oak Terrace Estates Mobile Home Park. The <br />project also includes providing storm sewer improvements to the park. The project was awarded <br />on September 27, 2005 and work on the project has been substantially completed. This project is <br />being assessed based upon the cost of the work completed to date along with the estimated costs <br />of the minor restoration work to be completed this spring. Mr. Olson explained financing for this <br />project will come primarily from assessment to the Oak Terrace Estates Mobile Home Park, <br />which was the sole petitioner for this improvement. However, $52,297 of the total project cost <br />will be paid from the City sewer and water trunk funds to cover the cost of watermain looping <br />and the extension of sanitary sewer to the mobile home property. These trunk fund expenditures <br />will be offset by the mobile home's assessed contribution of $275,466 to the tnmk fund for 93 <br />units, which are now connected to the City municipal sewer and water systems. <br /> <br />Assistant Public Works Director Olson indicated legal notice was sent to the property owner, <br />published in the paper, and staff called this individual to obtain comments. The owner will not <br />be attending tonight's meeting, and indicated the charges are acceptable. Staff recommends the <br />public hearing be closed after comments are received, and that the proposed resolution adopting <br />assessment for the project be adopted. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen.
