2) Consider Process for Streets Scheduled for Reconstruction in 2006 CIP <br /> <br />Assistant Public Works Director Olson explained the Capital Improvement Program has two <br />street reconstructions scheduled for implementation in 2006; Dysprosium Street from CR I 16 to <br />143rd Avenue, and Garnet Street and 168t~ Avenue in the Now and Then Estates subdivision. In <br />the case of Now and Then Estates, these streets were constructed in 1988 with a road structure <br />that was typical for the City's predominant sandy soils. This area contains day soils and the <br />roadway exhibited signs of pavement failure shortly after construction. The City has patched <br />these streets on an as needed basis and has never performed routine maintenance knowing that <br />reconstruction would ultimately be required. These residents have never been assessed for the <br />repair and maintenance but have endured the generally poor condition of these roads over this <br />period. One element of this project would be to determine what portion of the cost of the <br />reconstruction shall be assessed to the residents. A second issue associated with this project <br />relates to the close proximity that sanitary sewer and water will be to this subdivision by the end <br />of 2006. It would seem inappropriate to reconstruct these roadways without the installation of <br />urban services given the proximity of the proposed Brookfield development and the indicated <br />desire by many of the residents within Now and Then Estates to subdivide their properties. The <br />installation of urban utilities in this subdivision in turn would require consensus on where future <br />streets are to be installed. Mr. Olson explained the activity associated with the construction of <br />the Brookfield development is likely to have an impact on the streets in Now and Then Estates <br />despite best efforts to limit traffic through this subdivision. It may result in a better product if this <br />reconstruction was implemented after a substantial portion of the Brookfield Development has <br />taken place. <br /> <br />Assistant Public Works Director Olson advised there was considerable discussion of the <br />following issues related to the reconstruction of Dysprosium Street: <br /> · A neighborhood meeting to determine the desire of the residents <br /> · Possible road realignments in relation to the study of the rural reserve area <br /> · Further information needed regarding the number of parcels with commitments to <br /> Oakwood Land Development <br /> · Anticipation of future roads to facilitate stubbing sewer and water <br /> · Determination on assessment amounts at full value or partial cost of the project <br /> <br />Assistant Public Works Director Olson advised it was the consensus of the Committee to direct <br />staff to obtain further information regarding ho~v many of these properties will be redeveloped. <br />It should be determined of the lots that will remain, which property owners would like City <br />sewer and water. Staff should also provide information on the road reconstruction policy. <br /> <br />Councilmember Elvig inquired if it is known what failed with the specifications of this road. <br /> <br />Assistant Public Works Director Olson replied this situation will not happen again. The City <br />now requires borings prior to a road being designed and also has an inspection program that <br />would identify this type of situation immediately. Mr. Olson advised it was also the consensus <br />of the Committee to recommend to the City Council that Dysprosium Street be removed from the <br />reconstruction schedule at this time due to the upcoming official mapping of Highway 47. <br /> <br />City Council / March 14, 2006 <br /> Page 21of25 <br /> -79- <br /> <br /> <br />
