FC CASE # <br /> <br />CONSIDER AUTHORIZATION FOR LORD OF LIFE MEMORIAL GARDENS <br />MASTER PLAN REDESIGN <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />During the City Council meeting of August 22, 2005, the City Council considered a request to <br />enter into a dialog with the Lord of Life Church concerning the possible realignment of T.H. #47 <br />to U.S. Highway #10 via Dysprosium Street. It was reported during that meeting that the church <br />had spent a considerable amount of time and money to produce a vision of the future <br />development of the Memorial Gardens site. The proposed realignment of T.H. #47 would <br />significantly impact their future Master Plan for the Memorial Gardens and the City agreed to <br />contract with the architect of the Lord of Life Church to redesign and update the Master Plan of <br />the site to determine the amount of land that would be necessary to satisfy the need for space and <br />accomplish the intended uses on the site. The City utilized the services of Vanman Amhitects & <br />Builders, Inc. and contracted for the work to be performed. <br /> <br />A report was completed in November 2005, and the Lord of Life Church Board agreed in <br />December that the revised T.H. #47 realignment through the Lord of Life property would be a <br />workable plan. In order to complete the process with the Lord of Life Church, the church has <br />requested that the final phase of the Master P lan revision, specifically the redesign of the <br />Memorial Gardens, be completed by the City. A proposal was prepared in February 2006 by <br />Vanman Architects & Builders, Inc. to complete the project for a fee of $15,000. <br /> <br />As was the case in the first phase of the project, staff will propose the expenditure be funded <br />through the Tax Increment Financing District No. 1 because it has adequate fund balance and the <br />District is in the immediate area of the proposed Highway #47 realignment. <br /> <br />Committee Action: <br /> <br />Motion to recommend Council authorize the Master Plan proposal by Vanman Architects & <br />Builders, Inc. for Lord of Life Church at a cost of $15,000 to be funded from TIF District No. 1 <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Finance Officer <br />Economic Development Coordinator <br /> <br />FC: 03/28/06 <br /> <br /> <br />
