Co~nissioner Hendriksen proposed the following as a finding of <br />fact: <br /> <br /> #9 Nature of land upon which landfill is proposed is the <br /> least desireable of possible soils based on report <br /> prepared by Anoka County Soil and Water Conservation <br /> District. <br />The Commission continued to review Standards for Consideration. <br />b) The nature of the adjoining land or buildings. <br /> Commissioner Zimmerman stated that it has been learned at <br /> the June 25, 1984 public hearing that adjacent homes are <br /> in close proximity to the landfill and there are reports <br /> of private well failure on adjoining properties. <br /> <br /> c) The proximity of a similar use. <br /> Chairman Peterson stated that the City is not aware of any <br /> other permit for similar use in that proximity. <br /> Commissioner Deemer stated that there does exist a clean <br /> fill site in Ramsey within one mile of the current landfill. <br /> <br /> d) The effect upon traffic into and from the premises, or on <br /> any adjoining roads. <br /> Mr. Otter stated that Waste Management does not foresee any <br /> direct increase in traffic other than the normal 5% annually <br /> due to volume increases. He also stated that collection <br /> vehicle capacity increases as a way to reduce number of trips <br /> into the landfill. <br /> <br /> e) The total number of similar uses within the city. <br /> Chairman Peterson stated this consideration as not appropriate <br /> in this case. <br /> f) Whether or not the use will be dangerous or otherwise <br /> detrimental to persons residing or working in the vicinity <br /> of the use, or to the public welfare, and whether or not <br /> it will substantially impair the use, enjoyment or value <br /> of any property. <br /> Co~missioner Hendriksen stated that the only appraisor the <br /> Commission has heard is Mr. Bjorklund who was retained by <br /> Waste Management and Mr. Bjorklund indicated that there would <br /> be some devaluation. <br /> Commissioner Deemer stated that his recollection of Mr. <br /> Bjorklund's comments were that he could not measure detriment <br /> to adjacent property value but that desirability of property <br /> was reduced. <br /> Commissioner Hendriksen stated that he recollected Mr. <br /> Bjorklund's comments as that if a number of conditions were <br /> met in the noise area, that reduction in value would be as <br /> P & Z/July 3, 1984 Page 8 of 19 <br /> <br /> <br />
