o <br /> <br />couple of months there have been a lot of calls coming in <br />at City Hall from residents concerned with air pollution at <br />the landfill; there have been on complaints on blowing papers <br />but people want to know what they are breathing. <br />Commissioner Hendriksen stated that last week he stopped at <br />the landfill, it was a windy day and he did not see any <br />papers blowing around but he was surprised at the amount of <br />dust blowing around. <br /> <br />Glare. <br /> <br />No Commission comment. <br /> <br />Erosion. <br /> <br />Mr. LeFevere stated that erosion at the site can cause <br />leachate generated to run off onto neighboring properties. <br />With the exception of dust generated, it seems like County, <br />Metro Council and PCA would look at specific engineering <br />designs to make sure there were no objectionable materials <br /> Commissioner Deemer pointed out that blowing dust at the <br /> site could be a sign of wind erosion. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />9. Water Pollution. <br /> Mr. LeFevere stated that he is not qualified to speak on <br /> the affects landfills have or might be on ground water. <br /> The draft ties into the permit a process of other bodies <br /> of PCA, Metro Council and County regulating these more <br /> technical matters; there are State regulations that would <br /> have to be complied with as part of the permitting process. <br /> This is not to say that ground water contamination is not <br /> germane to the Commission's inquiry. <br /> Motion by Commissioner Deemer to table any P&Z action regarding <br /> Waste Management's application for a conditional use permit <br /> until City Council acts on P&Z's request for additional information <br /> regarding property value and noise levels. <br /> Chairman Peterson seconds the motion for further discussion. <br /> Further Discussion: Chairman Peterson stated that legally <br /> P&Z has to take some action; Waste Management has agreed to <br /> postponing action. Commissioner Deemer stated that if City <br /> Council does not feel additional information is necessary, he <br /> is prepared to take action on August 7, 1984 (next regular <br /> meeting of P&Z). Commissioner Hendriksen stated he would like <br /> to see a straw vote of the Commission regarding whether or not <br /> the members are ready to make a decision tonight; if the <br /> Commission is ready to act, we can do so and turn the issue <br /> over to Council and they can send out for additional information <br /> they feel they need. <br /> Motion failed. Voting Yes: Commissioner Deemer. Voting No: <br /> Commissioners Kennen, Zimmerman, Hendriksen, Johnson and LaDue. <br /> Abstain: Chairman Peterson. <br /> <br />P & Z/July 3, 1984 <br /> <br /> <br />
