Mr. Berres stated that regarding the proposed development to the
South, Mr. B]orklund feels there will be no substantial impairmen:
of property values within that area.

I
I
I
I
I
I
I
I
I

Mr. BJorklund replied that Mr. Berres' statement is correct.

Mr. Berres referred to the area to the North and stated that
Mr. Bjorklund's opinion is that he does not have a problem with
operating criteria, standards and specifications for operations
to prevent nuisance conditions in the proposed development, in
terms of it's impact on property values. Mr. Bjorklund does have
a problem with noise generated by equipment and if Waste Mana§ement
is able to mediate that noise to a noise level comparable to waste
collection equipment, Mr. Bjorklund's opinion is that the proposed
development to the South would not substantially diminish or
reduce property values in the South.

Mr. Bjorklund stated that Mr. Berres' previous statement is
correct except for the reference to 'waste collection equipment'.
Some people might interpret regular 'waste collection equipment'
as bulldozers and earth movers and those are the types of equipment
that have to be quieted.

Mr. Berres stated that Waste Management has made application for
a Conditional Use Permit and has complied with criteria for
approval. Waste Management welcomes any questions from Planning
Co~mission or City Council and respectfully requests that the
Conditional Use Permit be granted.

Mayor Gamec suggested that Council and Planning C¢,~.-ission ask
their questions at regular meetings and allow the citizens a
chance for input tonight.

Mr. Allan Gebhardt, Vice President of Bart Engineering Company
m of Minneapolis. Barr Engineering specializes in solid waste
management and ground water studies and have worked for Anoka
County since 1980 on a variety of solid waste management issues.
I Mr. Gebhardt stated that in 1981 Bart Engineering prepared a
report to the County that recommended changes and improvements
to the ground water monitoring programs at the Anoka Landfill
i as well as the other 3 landfills operating in the County. Barr
Engineering recommended additional wells and more extensive
testing on water samples. That data was collected in 1982, 1983
and the early part of 1984. About 3 months ago, Bart Engineering
I was asked by the County Board to again look at the water quality
monitoring data pursuant to reviewal and renewal of licenses
for each of the landfills in the County. Barr Engineering
I submitted that report last Tuesday and Commissioner Haas, under
direction of Ramsey City Staff, requested that Barr Engineering
attend this public hearing to present the results of the review
iof the ground water data at this landfill. Mr. Gebhardt stated
that Barr Engineering is attending this public hearing as a
consultant to the County and not as an advocate for or against
this proposed facility.
I
!

Mr. Gebhardt showed a slide depicting placement of monitoring
wells at the site.
