Waste Management's way of <br />protecting itself was to propose an environmental improvement <br />plan -- Waste Management proposed an infiltration barrier on <br />the north slope to minimize rainfall into the existing site. <br />By doing this we would slope the collection system off to the <br />new area to the north and put in a liner to collect leachate <br />generated from the old and new site. Mr. Otter stated that <br />Waste Management's proposal would not only be adding dollars <br />to Ramsey's budget but it's future as it relates to the remedial <br />action within the proposal. Waste Management is proposing <br />$15,000,000 for remedial action; State Super Fund money is <br />available for remedial action but there is no guarantee that <br />the money will be there or Ramsey will qualify when the time <br />comes. Waste Management's proposal is conditioned on the <br />conditional use permit for expansion being granted. Mr. Otter <br />then distributed copies of Waste Management's letter dated <br /> July 3, 1984 to the Ramsey Planning and Zoning Cormmission (see <br /> Attachment III). <br /> Chairman Greenberg inquired as to the status of Site P, does <br /> Waste Management's proposal include the area designated as <br /> Site P, and who controls Site P if it is selected. <br /> Mr. Otter replied that the Waste Management Act requires <br /> counties to have provided sufficient airspace to handle their <br /> refuse and Site P has been included in this County's siting <br /> process. Final site selection will be by the Metro Council <br /> but Anoka County is going to be out of airspace prior to agency <br /> action. Waste Management's proposal is to operate in the North <br /> or start phasing of ~nat will be part of the total site <br /> eventually, Site P. Site P will probably be one of the selected <br /> sites in Anoka County because of it's location, environmental <br /> and intrinsic suitability. <br /> Mayor Gamec stated that if Site P is selected, basically, the <br /> County would have control of the property. <br /> <br /> Case #3: ~m~ey Economic Development Company: <br /> Chairman Greenberg requested that the EDC Economic Subcommittee <br /> prepare recommendations regarding printing and marketing of <br /> stock. <br /> <br />Case #4: Subcommittee Reports: <br /> <br />No action. <br /> <br />ADJOURNMENT <br />Motion by Commissioner Muller and seconded by Commissioner Fults <br />to adjourn this regular meeting of the Ramsey Economic Development <br />Commission. <br /> <br />Motion carried.
