In accordance with the
Franchise Ordinance the City or Commission is to designate an entlty that is
to control the alert system. Article III, Section 5, Paragraph C of the
Franchise Ordinance 5tares as follows:

"Grantee will provide an audio/video emergency alert override system
that will permit the Interruption by designated City officials of
all audio(including FM) and video programming, instructing citizens
to switch to Channel 10 (Government Channel) for emergency announcements."

The Commission at .their meeting in June determined the Cities would be best
served if a demonstration and explanation of the alert system was held solely
for the authorized departments. The Commission decided the only appropriate
way to determine a controlllng authority was to receive input from your
respective departments.

I have scheduled a demonstration seminar to be held at the Group W Cable
facility located at 737 East River Road, Anoka on Wednesday, July I1 at 1:30pm.
You, and any member in your department that would benefit, are invited to attend.

In addition, I will give a brief explanation of the cable system that serves
the four communities and its two-way interactive capabilities between Cities.

If I have chosen an inappropriate date or you are unavailable, I am flexible
to re-schedule or arrange a private demonstration, If you have concerns, please
contact me at the above number.

Thank you for your time.

Si. ncerely,

Terry 0'Conneil
Cable Franchise Administrator

cc: City Managers
