Page Two <br /> <br />Thus, abatement or reduction of our dependence on Iondfills for disposal of <br />mixed munclpol wastes may be needed because of: <br /> <br />I. Public attitudes. <br /> <br />I <br />I <br /> <br />Reduction of Iond available for agricultural or other development. <br />The unsuitable soil conditions present. <br /> <br />High water table problems. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />5. Long term site maintenance (cover and turf). <br /> <br />Long term monitoring and custodial core to assure no problems develop. <br /> <br />7. Degradation of ground water and soils that require remedial action. <br /> <br />8. Cast of remedial octions. <br /> <br />Total cost of landfilling (environmental affects). <br /> <br />10. Cast of second generation landfills. <br /> <br />The County's abatement report suggests that the County will pursue the <br />application of all appropriate waste reductions, separation, and/or waste <br />processing abatement methods as they logically and rediistically occur in the <br />waste management system. S~me of these, such as source separated curb <br />side pickup, recycling centers, or yard waste compasting, may be better <br />provided by the city or other communit~ group~, whereas, same such as waste <br /> <br /> processing may be more appropriate for County implementation. The <br />I County, in preparing the abatement report, considered all of the abatement <br /> strategies: their advantages, disadvantages, limitations, and implementation <br /> capability. It was the County's findings that all of the soft/non-technical <br />i abatement strategies can and should be implemented but that they will have <br /> only limited impact in reducing volume of solid waste requiring landfill <br /> disposal (possibly 15%). (See Appendix I & I1.) Thus some type of high <br /> <br />I <br />I <br /> <br />technology/proces_s~ng abatement will be necessc~y to obtain the level of <br />abatement suggested by the 1980 Solid Waste Act. At the time the <br />abatement report was prepczred, it appeared that the mast viable processing <br />alternative was the production and marketing of RDF' (refuse derived fuel) to <br />moderate sized process energy users. <br /> <br /> <br />
