I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Motion by Planning Cor~.ission Member Deemer that due to the hour
of lateness, after County Co~=nissioner Haas has had a chance to
speak, this public hearing be adjourned and continued on July 2.
1984 at 7:30 p.m.

Motion fails for a lack of second.
Mayor Gamec stated that any additional comments the citizens mi§h~
think of should be submitted in writing to City Hall.
Leon Fisher - 15113 Nowthen Blvd. - When will the.existing dump
be closed if the conditional use permit is turned down.
Mayor Gamec - Afraid to say; it was supposed to have been closed
in 1978 and things still kept happening. PCA has taken a lot of
control away from local officials.
Leon Fisher - I want to use this forum to tell the people of
Minneapolis and St. Paul that don't want burnin§ or recycling
facility in their area, that we don't want their garbage any
more.
Larry Phillips - 6640 153rd Lane NW - Who extended the landfill
permits? Do we have a say in what happens in our City?
Mayor Gamec - PCA and County are the regulatory agencies; City
can have input but in the area of landfills we do not have a say
in what happens in our City. We are shown the permit application
but I personally feel that we have no say in the matter. The
County has, lately, taken care of some of our needs and problems
but everything in the past has been a bitter battle. The only
reason a lot of things were taken care of in the past were
because of the City putting pressure on Waste Management.
Larry Phillips In the June 21st Star and Tribune, it states that
Legislature has ordered Hennepin and other metropolitan counties
to stop burying garbage in the landfills and to comply with this
they started recycling and waste reduction programs. Why don't
we start those types of programs in Ramsey?
Mayor Garnet - County Commissioner Haas can address that issue.
Roger Hermanson - 15115 Garnet Street - What type of buffer is
going to be against the street of Garnet. I am not impressed
with the appraisors statements and I feel my property will be
worthless.
Mr. Cook - On the west side of the Northern expansion, we have
looked at blending into the existing contours and then pulling
it back as we move North so that if the existing distance is 20'
to 100' back, we would push it back to about 100' from the
property line. We also loo~ed at taking the berm that is p~oposed
to control noises and wrap it around the West side of the site.
Roger Hermanson - Was it Waste Management's intent to extend North
when they bought the land from Westphal approximately a year ago.

Council/P & Z
Public Hearing
