Nowthen Boulevard <br />Anoka, Minnesota 55303 <br /> <br />RE: Close of EAW Review Period for River's Bend <br /> <br />Dear Mr. Raatikka: <br />The 30-day review and comment period for this EAW ended on July 5, 1984. <br />According to the rules governing the Environmental Review Program, spe- <br />cifically 6 MCAR 3.028 B.l.a., a decision on the need for an <br />Environmental Impact Statement (EIS) is to be made within 15 working <br />days of the expiration of the comment period unless the decision will be <br />made by a body which meets only periodically, in which case the decision <br />is to be made at the first meeting ten or mere days after the expiration <br />date and in no case more than 30 calendar days afterwards. <br /> In carrying out the EIS decision process pursuant to 6 MCAR 3.028, <br /> please note the following requirements: <br /> <br /> 1. Section B.3. requires that you maintain a record including specific <br /> findings of fact, which supports your decision. I would appreciate <br /> receiving a copy of your record of decision along with notice of <br /> your decision. <br /> <br /> 2. Your decision, either a "positive declaration" or a "negative <br /> declaration" is to be sent within five working days of being made to <br /> the Environmental Quality Board (EQB), all persons on the EAW <br /> distribution list, all persons who commented, and anyone who makes a <br /> request (see B.4.). The EQB will publish notice of your decision in <br /> the EQB Monitor. <br /> <br /> 3. If your decision is a positive declaration your notice must also <br /> include: <br /> <br />a.
