Raattkka <br />City of Ramsey <br />15153 Northwest Northern Blvd. <br />Anoka, Minnesota 55303 <br /> <br />RE: Environmental Assessment Worksheet <br /> River°s Bend <br /> Metropolitan Council Referral File No. 12166-1 <br /> <br /> Metropolitan <br />300 Metro Square <br />Seventh and Robert S"eets <br /> St. Paul, Minnesola <br /> <br />leiephor~e (6'12J 2,~' ":~ <br /> <br />Dear Mr. Raattkka: <br /> <br />At its meeting June 28, 1984, the Metropolitan Council considered the <br />Environmental Assessment Worksheet (EAW) for the River's Bend project. <br />Although, the project is not in conflict with metropolitan system plans or <br />other chapters of the Metropolitan Development Guide, the project is not likely <br />to contribute toward the achievement of 364 units of modest-cost housing that <br />has been projected by the Metropolitan Council as Ramsey's fair share of the <br />need anticipated for the lgSO's decade. <br /> <br />The information presented in the EAW also appears accurate and complete as far <br />as regional issues'are concerned; however, several local aspects of the project <br />should be carefully considered by the city. Although the EAW does note <br />floodplain concerns, it does not present what is to be done to resolve these <br />concerns. Flood insurance maps identify the base flood elevations for this <br />area of the river to be between elevations 853 and 854. The city should assure <br />that none of the houses will be within the floodplain, and that they will not <br />impair the integrity of the floodplain. The EAW also refers to a single <br />wetland on the site that is designated as a protected wetland, but it is <br />proposed to dredge the wetland and fill it to construct a street through it. <br />This is hardly compatible with its referred status as a "protected" wetland. <br />Finally, the EAW states that the site is 30 percent wooded, but the document <br />also states in the future condition column that zero percent of the site will <br />be wooded. So it appears that 21 acres of woods will be eliminated. It may be <br />advantageous, at a minimum for marketability, to retain the trees. An <br />environmental impact statement should not be needed, but the city is urged to <br />investigate the issues identified above. <br /> <br />An Equal Oppo;tur,il~' Employer <br /> <br /> <br />
