Nowthen Blvd. <br />Anoka, Minnesota 55303 <br /> <br />Re: <br /> <br />River's Bend <br />Evironmental Assessment Worksheet <br />District 5 (Anoka - Ramsey County) <br /> <br />(EAW) <br /> <br />Dear Mr. Raatikka: <br /> <br />The Minnesota Department of Transportation (Mn/DOT) has completed a <br />review of the above referenced EAW. We do not agree with the traffic <br />assessment provided in exhibit "E", item 29. The EAW states that the <br />Average Daily Traffic (ADT) of Trunk Highway (TH) 47 will be increased <br />by 600 as a result of the proposed project. Mn/DOT has determined <br />that 152 single family dwellings would instead increase the ADT by <br />1520. <br /> <br />Assuming that 142nd Avenue N. W. and 149 Avenue N. W. will be the two <br />access points to TH 47, it will be necessary to construct northbound <br />right turn lanes and southbound bypass lanes on TH 47 for both <br />intersections fn order to assure the continued safe and efficient <br />operation of the trunk highway system. We recommend that these two <br />turn lanes be considered part of the proposed development. <br /> <br />The EAW has correctly noted that permits will be required in order for <br />access to be provided for the proposed project. It is difficult to <br />tell from the attached map whether or not 142nd and 149th Avenues N. <br />W. extend thrOUgh to TH 47. If no roads currently exist to provide <br />access, entrance permits will be required. If roads do exist, change <br />of land use permits will be required to provide access to the new <br />development. Applications for both types of permits can be processed <br />through Mn/DOT's District Office in Golden Valley.
