The Board of Adjust- meat shall eject a chairman and vice-chairman and appoint a secretary. it shall hold meeti.ngs, keep minutes and, pursuant to notice, shall conduct hearings, take testimoay under oath, and render decisions in writing within forty-five (45) days after the hearing or continued hearing. A fee shall be charged in accordance with a schedule annually affixed by resolutlnn for any appeal or proceeding filed with the Board of Adjustment. 170.018B Alii'EMuS The Board of Adjustment shall have tile power to bear and decide appeals from any order, requirement, decision, grant, or refusal made by the zoning officer in the administration of this chapter. An appeal sl~all be in writing and filed in duplicate with the zoning officer. ~ithin ten (lO) days after filiog of tile appeal, the zoning officer shall transmit to the Board at Adjustment all papers involved in the proceed- lags. Upon receipt of this material, tile Board of Adjustment shall set a hearing date and give notice by mail al the time, place and purpose thereof to t6e appellant and to the zoning officer. The Board of Adjustment may reverse or affirm Mmlly or in part any roling, decision, or determination of the zoning olficer and may issue or direct the issuance of a permit. The decision of the Board of Adjust- ment may be appealed to the city council if the city council is not the Board of Adjustment, and its decision may be appealed to the ~istrict Court. 170.018C VARIANCES PURI'OSE The purpose of this section is to provide tile City of Ramsey with an opportunity for amelioration of unnecessary hardships resulting from the rigid enforcement of its broad zoning ordinance. This variance provision authorizes the Board of Adjustment to permit a particular property to be used in a manner forbidden by the ordinance by varying the terms of the ordinance. 170.018D V,'!JU ANO~ I,IHll'ATION ~e Board of Adjustment, upon appeal, shall have the power to authorize variances from certain requirements of this ordinance. Variances shall pertain only to the physical characteristics of the land or structures to be built thereon, such as area, height, extent at lot
