Councilman Reimann asked if there is a problem there which city staff reviewed, would the City be liable if someone had damage from the water. Building Official Berg said the other people in the area contributed to the problem and wom,ld also be liable. The blacktop streets increased the percentage of runoff. Councilman Reimann suggested setting up a hearing and getting an engineer's study as it is the City's responsibility to start looking at these problems. Councilman Cox said if these things are not taken care of as they come in, when spring comes, it will be a burden on the Street Superintendent. Motic~ by Councilman Reimann and seconded by Councilman Sorteberg to adopt Resolution #80-154 Ordering preparation of report for 163rd & Olivine drainage problem. Motion carried. City Engineer R~atikka reported on the drainage problem at Clyde Cameron's. He said he met with Mr. Cameron on November 23, 1980 and ~e told him he would prefer having all the runoff diverted north across 159th Avenue if it didn't cause any damage to the properties north of 159th Avenue. He then discussed the problem with the residents north of 159th Avenue and they didn't feel they should have to take additional runoff and they were opposed to diversion of additional waterunto their properties. He suggested as an alternative to a culvert or dry wells, catch basins could ba placed at the intersection of 159th Avenue and Ebony Street and the majority of the water could be diverted unto the large undeveloped lot northwest of this intersection. City Administrator Schnelle asked if a mound septic tank system would be better. Much discussion was held on .this issue. Councilman Mtckelson said he thought the City should have a public hearing and then make a decision. The public hea~ing should bring out how much water is being dumped there. Motion by Councilman Mickelson and seconded by Councilman Relm~un to adopt Resolution #80- 155 ordering preparation of report for drainage problem at interse~tion of 159th Avenue and Ebony Street.
