Designate one of the access channels for each cc~munity or provide <br /> the technical capability of narrow-casting an access channel within <br /> the corporate bour~laries of each city. <br /> <br /> 18. Propose a syst~ which is c~letely interconnected throughout the <br /> four cu,u~nities and capable of interconnection with all cable <br /> systems now or hereafter geographically contiguous with the four <br /> cu~nity area. <br /> <br /> 19. Include in its proposal an institutional telec~,¥~nications <br /> net%~rk interconnected with the subscriber network. <br /> <br /> 20. Propose in its application its plan for activating, expanding, <br /> marketing, and developing th~ institutional network. <br /> <br /> 21. Propose in its application its plan for servicing publicly <br /> owned buildings accu,~anied by a list of the publicly owned <br /> buildings to be served and the procedure to serve them either with <br /> the subscriber or institutional network. Such a plan should <br /> include city halls, police departments, fire departments, schools, <br /> libraries, all public educational institutions in the cities, and <br /> all buildings now or hereafter wholly or partially owned or leased <br /> for governmental use by any state, federal or local governmant in <br /> the city. <br /> <br /> 22. Present evidence of financial resources that assure the city of the <br /> c~%~any's ability to cu,~lete the entire construction of the initial <br /> service area and the proposed line extension policy within the <br /> construction period specified in the application. <br /> <br /> 23. Cc~ply with all applicable laws and rules regarding ec~] e~ployment <br /> opportunity and fair l~hor star~ards. <br /> 24. Provide an FM service with individually processed signals. <br /> <br /> 25. Demonstrate a cu~itn~nt to providing a v~riety of origination <br /> programming; provide access support including color st,~(o and <br /> location production equi~_nt, post-production equips-hr ar~ use <br /> of present video facilities; provide a plan acc~m~dating growth of <br /> access production; provide production center(s) geographically <br /> located so that the greatest number of residents throughout the syst~ <br /> may be located closest to production facilities. <br /> 26. Provide expanded distant signal offerings sh~'l~ an FCC rule change <br /> ~mit. <br /> The cities invite applicants to exceed sc~e of the en%~nerated standards by <br />proposing to : <br /> <br /> 1. Provide service to the entire initial service area in the shortest <br /> period of tim~ in those areas in which the density is lower than 40 <br /> hcmes per cable mile. However, the order in which cum'~nities will <br /> be constructed will not be considered in the judgmant of any proposal. <br /> ~. Deliver ~Dre than 30 channels to subscribers. <br /> <br /> <br />
