In general, applicants will be rated according to the following criteria: <br /> <br /> a. initial service area; <br /> b. line extension policy; <br /> c. construction tlmeeshle; <br /> d. plans for access progra~ning support; <br /> e. local origination progranming and resources plans; <br /> f. two-way services; <br /> g. technical star~ards; and <br /> h. rates. <br />2. Applicants will not be judged on the order in which c~';,unities will <br />be constructed and provided service. <br /> <br />Priority <br /> b. <br /> <br />will be given to the applicant: <br /> <br />providing the Kost reasonable line extension policy; <br />proposing the shortest realistic timetable for serving the <br />greatest number of people in the initial service area; <br />proposing the m~st comprehensive ~ffering of services provided <br />that such offering does not exceed the f~nancial capability <br />of the applicant to construct and operate its proposed <br />~shle c~'.t,~nications syste~ for the cities; <br /> <br />proposing to provide superior programning (broadcast and non- <br />broadcast), the most reasonable subscriber rates, an excellent <br />maintenance plan and the widest range of services to the <br />subscribers; and <br /> <br /> showing evidence of providing sufficient, satisfactory, and <br /> depei~shle services to other c~L,~lnities and a managenant <br /> background that gives evidence of excellent construction <br /> practices, ability to m~et schedules, good planning and <br /> marketing practices, a history of satisfied custGnars and <br /> good cu%~t~nity relations. <br /> <br />10. <br /> <br /> <br />
