ASSISTANT POSTMASTER GENERAL
Government Relations Department
Washington, DC 20260

APR 3 1981

Honorable Thomas G. Gamec
Mayor, City of Ramsey
15153 Nowthen Boulevard, NW
Ramsey, Minnesota 55303

Dear Mayor Gamec:

Postmaster General William F. Bolger has asked me to respond to
your March 16 letter, requesting a separate ZIP Code for the
Ramsey Branch of the Anoka Post Office.

The ZIP Code system was developed as an operational tool to
facilitate mail processing and delivery activities in the face
of growing mail volumes. Since inception of the system, estab-
lished community boundaries frequently have coincided with mail
processing requirements. In these cases, ZIP Codes have been
assigned accordingly. However, mail distribution, transportation,
and delivery requirements together with topographical considera-
tions in certain areas make the assignment of individual ZIP
Codes to every established community impracticable.

The assignment of a separate ZIP Code for the Ramsey Branch
would achieve no service or operating improvements. Residents
of Ramsey can continue to use that name as a mailing address.
A nationwide proliferation of ZIP Codes along boundaries
inconsistent with mail processing and delivery areas would
be costly and adversely affect postal services.

If I may be of assistance in the future, please let me know.

Sincerely,
