For local governmental units, <br />that concern translates into one of how to identify and cope with financial <br />stress. In order to help resolve this and other issues surrounding financial <br />management, the State Auditor and members of his staff will conduct a compre- <br />hensive presentation of the Minnesota Financial Health Program on Monday, <br />April 13th at the Anoka City Hall, from ll:O0 a.m. to 12:30 p.m. <br /> <br />The Minnesota Financial Health Program will help communities caught between <br />growing expenditures and shrinking revenues handle such questions as "How <br />much future revenue are we committing to debt repayments? Are municipal <br />expenditures per capita affecting municipal productivity? Is there a steady <br />pattern of buget overruns in specific programs or departments causing waste <br />and overspending?" <br /> <br />The Financial Health Program will also enable you to accumulate and examine <br />economic data that can determine your community's financial health. This data <br />accumulation process Can be done by using a number of indicators, to identify <br />local trends over a five year period in categories such as status of the <br />economy, financial independence and flexibility, municipal productivity, current <br />deferred costs, and financial management practices. These indicators will be <br />compared to other communities or a norm, by the use of a data base, to .provide <br />you with meaningful information concerning trends or warnings of stressful <br />situations in your community. <br /> <br />We encourage you and your financial officer to attend ~vhat we are sure will <br />be both an interesting and informative discussion of an innovative program <br />designed specifically for local communities.
