F. <br />TO: Mayor and City Council <br />FROM: City Staff <br />RE: Reestablishing policy on the bituminous surfacing of City Streets <br />in the Urban Area <br />Enclosure (1) Excerpt of page 38 of the City of Ramsey Urban Planning <br />District Report and Comprehensive Plan Amended March 15, <br />1976 revised March, 1978 <br />(2) Excerpt of Item 3 of Page 66 and items (9) of page 67 to <br />Proposed Comprehensive Plan for City of Ramsey 1980 <br />• 1) In view of the contents contained in enclosure (1) and (2), it <br />appears that when the City Council adopted the contents contained in <br />enclosure (1) they were very much concerned about seeing that develop- <br />ment would be promoted within the Urban Area and the improvement costs <br />incurred would be kept to a minimum until sewer and water were in- <br />stalled, However, in enclosure (2) above the City deviated from that <br />policy by requiring all new developments to have improved streets. <br />2) The Council has requested staff to come up with a recommendation <br />in regards to paving streets within the Urban Area. Therefore, staff <br />recomends that the Comprehensive Plan be revised to include the language <br />contained in enclosure (1) as previously adopted by the City Council. <br />r� L <br />
