Moving forward there should be consideration of a more creative solution to allow the <br />City to feel good about the situation. There has been discussion regarding a portion of the 17 <br />acres of developable property that is owned by Connexus; however, this land will not just be <br />given away. <br /> <br />Acting Chairperson Elvig requested input from the Finance Officer. <br /> <br />Finance Officer Lund stated regarding the reconciling, all the City receives from Connexus is the <br />ending balance for accounts receivable. The City just started receiving a print out of the water <br />meter usage about one year ago. Also, the City received a letter from Bill's Superette after the <br />store did not receive response regarding the letter they sent to Connexus inquiring why their <br />billing was so low. <br /> <br />Acting Chairperson Elvig noted there are two issues to address. One issue is the reconciling of <br />the problem, which it appears a fair job has been done with. <br /> <br />Public Works Director Kapler stated there are several checks and balances in place. Connexus <br />now sends the City information on the data that has been entered. <br /> <br />Acting Chairperson Elvig inquired if the proper meters are in place throughout the City. <br /> <br />Public Works Director Kapler replied Comfort Suites and Connexus are in need of a meter <br />change out. The meter change is scheduled at Connexus within the next two weeks. <br /> <br />Acting Chairperson Elvig questioned if staff is comfortable that there is now a handle on how the <br />billing is being done and that the communication flow is good. <br /> <br />Public Works Director Kapler responded in the affirmative. <br /> <br />Acting Chairperson Elvig noted the other issue is what to do about the under-billing. He stated <br />he agrees with Mr. Peterson that there is some sense that the City has been trying to catch up, <br />and may have overcome some of the losses. He noted there are some losses the City will not be <br />able to recover at this point. <br /> <br />City Administrator Norman explained the discussion has been in relation to a portion of the 17 <br />acres owned by Cormexus. The City has an interest in this because of relocation that will be <br />required with Holiday and Burger King; these properties have expressed an interest in the area <br />owned by Connexus. Connexus will not give this land away, but the City could possibly obtain <br />the land at a price that is closer to cost. <br /> <br />Acting Chairperson Elvig questioned if a clear delineation of the costs can be determined. <br /> <br />City Administrator Norman replied he and Mr. Peterson have had many discussions about this <br />land.
