April 30, 1981 <br /> <br />TO: City Clerks <br /> <br />FROM: Start Peskar <br /> <br />SUBJECT: SUMMARY PUBLICATION OF ORDINANCES IN STATUTORY CITIES <br />S.F. 121, H.F. 338, is the League-supported bill authorizing statutory city <br />councils to decide that publication of the title of an ordinance, together <br />with a summary of its contents, would inform the public better than.verbatim <br />publication of the ordinance itself. Under the bill, once such a council <br />decision is made, publication of the title and summary would fulfill all <br />publication requirements. <br /> Different forms of the bill have passed each house of the legislature and <br /> a very workable form has been approved b a conference committee. However, <br /> it must now,pass both houses again and ~rYeceive the Governor's signature'if <br /> the bill is to become law. <br /> Thenewspaperlobby has d~cided that the conference form is not to.their <br /> liking and is seeking defeat on the floor.
