It was stated that
there was a need for the position, however, at this time with such a
bad economic climate here in the Ramsey area and the whole Metro Area
it was felt that the City should hold up on fflliiig~the position of
the Assistant Administrative Assistant.

It was pointed out to the Personnel Committee that the present City
Staff could not take on the job that Council directed at their last
meeting which was to catalog all the non conforming uses in the City
of Ramsey. The Personnel Committee stated 'that they felt it should
only be done on a demand basis where they receive citizen complaints.
It was further pointed out that they should consider using a Planning
Consultant on certain cases such as to finish winding up the following
projects:

a) City Comprehensive Plan
b) City Wild and Scenic Rivers Ordinance
c) City Critical Areas Plan

It was further pointed out that the ~ajor hold ups on the above studies
were the following issues:

a) Designation of the rural and urban area, and
b) Lot sizes in the rural areas

Personnel Committee
~y 6, 1981
