Deputy City Administrator Nelson stated she would also check on that. She stated we have four <br />sergeants and it's unlikely we will be laying any of them off. <br />Acting Chair Jeffrey expressed concern that if this language stays in about no layoffs, they may <br />lose their rights to go back into Patrol. He asked staff to make certain we are not violating some <br />agreement. He asked if the Sergeants are protected by any bigger body of sergeants to which <br />Ms. Nelson responded no. <br />Motion by Acting Chair Jeffrey, seconded by Councilmember McGlone to recommend City <br />Council adopt Resolution #10-06-XXX approving 2010 Labor Agreement with LELS-Sergeants. <br />Motion carried. Voting Yes: Acting Chair Jeffrey and Councilmember McGlone. Voting No: <br />None. Absent: Councilmember Dehen. <br />4.03. Consider Resolution Approving working Out of Classification Pay and Interim Title <br />for the Human Resources Technician <br />Human Resources Technician Lasher excused herself from this discussion. <br />Deputy City Administrator Nelson reviewed the staff report as follows: Council accepted the <br />resignation of the Human Resources Manager/Assistant Administrative Services Manager on <br />May 11. Due to budget issues, dealing with replacing this position has been postponed. In the <br />absence of this position, Ms Lasher has assumed many of the duties of Ms. Reed Kone and is <br />working out of her pay classification. Ms. Nelson added that in the past when the City has had a <br />situation like this, we have given out of classification pay and sometimes an interim title change. <br />Staff is recommending that Council approve a 5% pay increase for Ms. Lasher and to give her an <br />interim title change to Human Resources Representative. The increase would be paid from the <br />salary budgeted for Ms. Reed Kone. She suggested that as we move through the budget process, <br />we would determine what we will do with this position. Ms. Nelson pointed out the job <br />descriptions attached — Ms. Lasher's current description as well as one for an Interim Human <br />Resources Representative. <br />Upon inquiry regarding confidential personnel issues, Ms. Nelson asked that Council continue to <br />talk with her (Nelson) and/or City Administrator Ulrich; however, employees have been <br />encouraged to start with Ms. Lasher. <br />Acting Chair Jeffrey and Councilmember McGlone complimented Ms. Lasher's presentation of <br />personnel cases. <br />Motion by Acting Chair Jeffrey, seconded by Councilmember McGlone to recommend City <br />Council adopt Resolution #10-06-XXX approving Working Out of Class Pay and Interim Title <br />for the Human Resources Technician. <br />Motion carried.
