Deputy City Administrator Nelson stated that this case represents a proposal to reorganize the <br />Administrative Services Department. Over the past several months, there have been several <br />changes to the staffing lineup. The changes included the resignation of the Human Resources <br />Manager/Assistant Director of Administrative Services, an interim title change for the Human <br />Resources Technician, the completion of a three-year City Clerk's training by the Records <br />Management Clerk, and the resignation of the Management Intern. Ms. Nelson requested the <br />Personnel Committee recommend to Council to authorize a title change for Ms. Lasher to <br />Human Resources Representative at step one of the wage scale, effective September 1, 2010, and <br />to authorize a reclassification for Amy Dietl, the City's Records Management Clerk to Deputy <br />City Clerk at step six of the wage scale, effective October 13. She noted that shortly before the <br />resignation of the Human Resources Manager/Assistant Director of Administrative Services, this <br />position had been overseeing the two receptionist positions — one full-time and one part-time. <br />Ms. Died would take over the supervision responsibilities of these two employees as well as <br />assume a broader role with regard to the City's written and electronic communication processes. <br />Ms. Nelson proposed postponing recruitment for a Management Intern for now and look at that <br />later to determine what is needed. <br />Chairperson Dehen felt that hiring a Management Intern would be a way to save money. He <br />suggested it would be appropriate to use that role because it's the least expensive role. <br />Ms. Nelson responded that that is a very different role. <br />Motion by Councilmember McGlone and seconded by Councilmember Jeffrey to recommend <br />the City Council authorize staff to reorganize Administrative Services as follows: Authorize a <br />title change for Colleen Lasher to Human Resources Representative at step one of the wage <br />scale, effective September 1, 2010; Authorize a reclassification for Amy Died to Deputy City <br />Clerk at step six of the wage scale, effective October 13, 2010, and to accept the resignation of <br />the City's Management Intern and to not fill that position at this time. <br />Motion carried. Voting Yes: Chairperson Dehen, Councilmembers McGlone and Jeffrey. <br />Voting No: None. <br />Ms. Lasher re-entered the meeting. <br />4.02. Consider a Resolution Eliminating the Assistant City Engineer Position <br />Interim Human Resources Representative Lasher explained that the City's Engineering <br />Department currently has an Assistant City Engineer — Mr. Steve Jankowski. Unfortunately, <br />after extensive analysis, it's been determined to eliminate this position and lay Mr. Jankowski <br />off. If Council approves this, December 17, 2010, would be Mr. Jankowski's last day. <br />Severance benefits will be paid per the Personnel Policy. <br />Director of Public Works Olson stated he would like to add this was an extremely difficult <br />decision to make in balancing the needs of the department but it is important to move forward <br />with this tonight. <br />Personnel Committee / September 28, 2010 <br />Page 2 of 4 <br />
