Human Resources Representative Lasher answered she is aware of the City extending a <br />probationary period one time. <br />Motion by Mayor Ramsey, seconded by Councilmember McGlone, to recommend that the City <br />Council extend the probationary period for the Economic Development and Marketing Manager <br />for a period of 3 months (90 days). <br />Discussion: Councilmember Tossey questioned if this issue has been brought forward for a full <br />Council discussion. He said he would prefer to get a full Council discussion before acting on it. <br />Mayor Ramsey explained he made the motion because he would like to see more production. He <br />said once the position is made permanent, it is more difficult to let the position go. <br />Councilmember McGlone asked if Deputy City Administrator Nelson was aware of any more <br />cases where the probationary period was extended. Deputy City Administrator Nelson replied <br />she would have to look in the files to be sure, though the City does have the right to ask for an <br />extension. Mayor Ramsey asked if the position becomes full time, would it be difficult to let the <br />position go at that point. Deputy City Administrator Nelson explained the City has no permanent <br />employees; they are either regular or probationary employees. It is less cumbersome to end the <br />relationship with a probationary employee versus a regular employee. Mayor Ramsey clarified <br />that he is not comfortable with the position yet. He noted it is not due to the employee's <br />performance; he is just allowing for time to gain accomplishments. Councilmember Tossey <br />inquired how long a probationary period is for a staff member. Human Resources <br />Representative Lasher replied staff has a 6-month probationary period, while department heads <br />have a 1-year period. Patrol officers have 1-year probation. She explained this issue is on the <br />agenda sooner than the anniversary date of May 6 in order to allow time for it to be approved by <br />this Committee and the Council. It is on the Council's agenda for April 26. <br />Motion carried. Voting Yes: Chairperson McGlone, Mayor Ramsey and Councilmember <br />Tossey.
