Police Chief Way noted the City could be considering adding an officer in the relatively near
future, and this grant would cover wages, benefits and the entire position for three years. He
explained there is a six-month delay clause. If the grant was awarded, the City could wait to hire
for six months once it was notified of acceptance.
Councilmember McGlone inquired what the best guess is in terms of when another officer may
be needed.
Police Chief Way responded it is dependent on growth; however, the new school will add some
work for the force. If a hotel or recreation center were added, there inherently would be more
police calls. He noted Coon Rapids has two officers assigned to Riverdale alone.
Councilmember Tossey stated this would take control away at the City level. He agreed that
there might be a need for one dedication position for The COR in time. He said he didn't want
to be premature with that expense.
Motion by Mayor Ramsey, seconded by Councilmember Tossey, to recommend that this item be
postponed indefinitely.
Motion carried. Voting Yes: Chairperson McGlone, Mayor Ramsey and Councilmember
Tossey. Absent: Councilmember Jeffrey. Voting No: None.
Case #2: Consider a Resolution Accepting the Resignation of a Public Works Parks
Maintenance Worker.
Human Resources Representative Colleen Lasher reviewed the staff report.
City Administrator Ulrich explained typically a two week notice is given and in a position that is
primarily labor, the City can still work with that employee for more than two weeks since there is
no sensitive information being transferred.
Parks Supervisor noted this employee is in good standing and he believes the employee will
continue to do good work with the City.
Motion by Mayor Ramsey, seconded by Councilmember Tossey, to recommend that the City
Council adopt the resolution, which confirms the recommendation of the Personnel Committee
to accept Mr. Andrew Eccleston's resignation.
Motion carried. Voting Yes: Chairperson McGlone, Mayor Ramsey and Councilmember
Tossey. Absent: Councilmember Jeffrey. Voting No: None.
Case #3: Consider a Resolution to Hire a Patrol Officer
Human Resources Representative Colleen Lasher reviewed the staff report.
Personnel Committee / April 26, 2011
