Gladhill finishes his Master's Degree and Leadership training; contingent upon the city's service <br />needs and Mr. Gladhill's skill set. <br />Deputy City Administrator Nelson stated that the Senior Planner position is a much different <br />position than the Planning Manager position that was in place prior to the restructuring of <br />Community Development. However, the Senior Planner position, on an interim basis, now <br />requires a supervisory component, to be reviewed in six months. <br />Councilmember Tossey expressed concern that if Mr. Gladhill's present position would need to <br />be backfilled; the reason for restructuring is not fulfilled. Deputy City Administrator Nelson <br />stated that the City now uses the planning consultant as needed and backfilling is not planned or <br />expected. <br />Motion by Councilmember Ramsey, seconded by Councilmember Tossey, to recommend City <br />Council approve the resolution which confirms the recommendation of the Personnel Committee <br />to do the following: 1) Remove Mr. Tim Gladhill from probation and retain him as the City's <br />regular, full-time Senior Planner, and 2) Assign the Planning Division supervisory duties to Mr. <br />Gladhill on an interim basis of six months beginning August 24, 2011, to be reviewed in <br />February 2012. <br />Motion carried.
