Human Resources Representative Lasher offered to look into that. <br />Councilmember Tossey stated there are usually strings attached and he is concerned about that. <br />Deputy City Administrator Nelson stated that the City would lose its guaranteed rate cap and <br />LOGIS would rate us on our own experience and base rates on our pool. <br />Councilmember Strommen commented that we would have been in that situation where we <br />would have been looking at big increases anyway. <br />Motion by Mayor Ramsey, seconded by Councilmember Tossey to recommend Council approve <br />the City's health insurance contributions and to increase the non -union wage scale by two <br />percent, with the exception of the Department Heads. <br />Further discussion: Mayor Ramsey stated that his motion is not to say that he is against the <br />Department Heads getting a raise all the time — maybe just this one time. A two percent increase <br />is huge for someone making $100,000 versus someone making $60,000. Councilmember <br />Strommen felt that the lack of raises for the last couple of years has affected everyone. She <br />understands what Mayor Ramsey is saying but she felt it's been tough on the Department Heads <br />as well — doing more with less. Councilmember Strommen suggested it seems unfair to penalize <br />them. <br />Amendment by Councilmember Strommen, seconded by Councilmember Tossey to approve the <br />City's health insurance contributions and to increase the non -union wages by two percent with <br />the exception of the Department Heads, and approve a one percent increase for Department <br />Heads. <br />Amendment carried. All voted in favor. <br />Motion carried. All voted in favor. <br />ADJOURNMENT <br />Motion by Mayor Ramsey, seconded by Councilmember Strommen to adjourn the meeting. <br />Motion carried. All in favor.
