Ms. Lasher <br />explained that this position is essential to the Police Department; however, staff has determined <br />that replacement of this position will not be addressed until completion of the early voluntary <br />separation program/2013 budget process. In the meantime, the current part-time Police <br />Technician will increase her hours to accommodate the work load. <br />Motion by Councilmember McGlone and seconded by Councilmember Strommen to recommend <br />Council adopt the resolution accepting Ms. Mickelson's resignation. <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers McGlone and Strommen. <br />Voting No: None. <br />4.02 Consider a Resolution to Authorize a Recruitment for a Management Analyst <br />Human Resources Representative Lasher stated that the City recently accepted the resignation of <br />two full-time employees — Deputy City Administrator Heidi Nelson and Economic <br />Development/Marketing Manager Aaron Backman. It has been determined by the City <br />Administrator, in consultation with the City Council, that these two positions will not be filled at <br />this time. Ms. Lasher pointed out that the City currently employs a Planning/Management Intern <br />and through adjustments to that position, the City has options to help alleviate some of the duties <br />left vacant by the resignations. Following an extensive analysis, the City Administrator has <br />determined that the elimination of the Planning/Management Intern and the creation of a full- <br />time regular Management Analyst position is a means to help absorb some of the administrative <br />and planning division work; thereby creating a position that will have more time and will <br />perform some of the higher level duties left vacant by the resignations. Ms. Lasher eluded to <br />several attachments which provide a listing of job duties as well as the needs analysis for vacant <br />and new positions. She explained the 2012 funding for the Management Analyst position is <br />approximately $19,299. This amount takes into consideration the savings realized by eliminating <br />the already budgeted for Planning/Management Intern position. The 2013 funding for this <br />position is expected to be approximately $59,803 which is salary and benefits. <br />City Administrator Ulrich stated there has not been a decision on the economic development <br />position and he felt this Management Analyst position would be helpful. He went over some of <br />the duties and responsibilities of the Deputy City Administrator. He suggested conversation with <br />the Economic Development Authority to see what they may want to do or drop. We have a good <br />person in the internship position who would fill this spot well and would be able to be full time <br />as of May 7. He noted this discussion can be held with the full Council and that there will be a <br />transition period as we try to figure these things out. <br />Councilmember Strommen stated she has a concern as she reviews the spread sheets of all the <br />duties listed for the City Administrator — she wondered if that is realistic to expect. She added <br />she does not have a problem with this position but she wants to make sure it's in the context with <br />our major plan. She stated she hesitates to move forward without seeing the full plan. She feels <br />we do not have that yet. She stated she knows staff is working on that but she is not sure how <br />the City Administrator will find the time to take care of all the x's under his name.
