Council has a chance to discuss this. Chairperson Tossey stated he understands that but he <br />believes that Mr. Ulrich is afraid Mr. Brama might leave. Mr. Backman is gone and Ms. Nelson <br />leaves on Tuesday. He did not know if this vote solidifies this permanently. He understands the <br />concerns but things can change. He feels the City Council needs to have that discussion. <br />Councilmember McGlone stated we are losing two top positions. We have a college graduate at <br />our disposal who went to school for this and he has experience. He feels it is a good business <br />move. Councilmember Strommen stated she understands it but feels the context is important. <br />City Administrator Ulrich stated that normally this would go as a consent item but it could go as <br />a case on the regular City Council agenda or to a work session. Chairperson Tossey stated it can <br />be on the regular Council agenda. <br />Motion carried. Voting Yes: Chairperson Tossey and Councilmember McGlone. Voting No: <br />Councilmember Strommen. <br />Chairperson Tossey stated to Police Chief Way that he would like to talk again about the Police <br />Tech. He is concerned we are looking to slim down other services — can we see if some of these <br />duties can possibly cross over. <br />Chief Way stated as we get further along in the budget process, we will look at the job skills of <br />our people and that will come back to the City Council. <br />City Administrator Ulrich stated that if we shuffle things around we start getting questions about <br />do people get paid for what they are doing — should we have some market adjustments, etc. We <br />need to make sure we are paying people fairly in the organization. He talked about Anoka <br />County's one time reward program they did when reorganizing last year. He stated he would <br />like to have the Personnel Committee think about that. <br />ADJOURNMENT <br />Motion by Councilmember McGlone, seconded by Councilmember Strommen to adjourn the <br />meeting. <br />Motion carried.
