Motion by Chairperson Tossey, seconded by Councilmember Strommen, to recommend that the <br />City Council adopt a Resolution to Authorize Reallocation of Staff Time and Resources Due to <br />Organizational Changes. <br />Further discussion: Councilmember Strommen stated a willingness to support this <br />recommendation as long as the City Administrator monitors staff to assure the positions are <br />adequately covered. <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers Strommen and McGlone. <br />Voting No: None. <br />4.02: Consider a Resolution to Authorize a Recruitment for a Replacement Part -Time <br />Police Technician <br />Human Resources Representative Lasher reviewed the staff report. <br />Chairperson Tossey asked when this position will be filled, if approved. <br />Human Resources Representative Lasher stated if the position is filled internally, it will occur <br />quicker. In addition, the Personnel Committee can request that its recommendation be presented <br />at tonight's meeting to avoid a two -week delay. <br />Motion by Councilmember Strommen, seconded by Chairperson Tossey, to recommend that the <br />City Council adopt a Resolution to Authorize a Recruitment for a Replacement Part -Time Police <br />Technician. <br />Further discussion: Councilmember McGlone noted there have been questions in the past with <br />internal recruitment and asked if this is a concern with filling this position. Chairperson Tossey <br />asked if an internal candidate is available. Human Resources Representative Lasher stated she <br />was approached by a full-time employee who is considering a part-time option. In addition, this <br />position would be offered to reserve officers in the Fire Department. City Administrator Ulrich <br />advised the union contract requires a five-day recruitment regardless. Councilmember McGlone <br />asked whether requiring a part-time position to be part of the union is an item that could be <br />negotiated with AFSCME. Human Resources Representative Lasher stated she thinks it is a <br />non-negotiable issue, noting even part-time employees pay union dues or have the option of <br />being a fair share member. Chairperson Tossey asked staff to further research that issue and <br />report back. <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers Strommen and McGlone. <br />Voting No: None. <br />Motion by Councilmember Strommen, seconded by Chairperson Tossey, to direct staff to present <br />both Personnel Committee cases at tonight's City Council meeting to expedite the process. <br />Motion carried.
