Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #13-11-192 <br />RESOLUTION TO REPLACE THE VACANT FIRE MARSHAL POSITION <br />WHEREAS, at the City Council accepted the Fire Marshal's resignation with his <br />last day being September 20, 2013; and <br />WHEREAS, the Personnel Committee directed staff to identify several options <br />for addressing the duties left vacant; and <br />WHEREAS, staff has identified four options which have been listed in the order <br />of preference based on the City's strategic goals; and <br />WHEREAS, the options are to authorize staff to recruit for, back -fill, or <br />outsource as follows: <br />1. To authorize staff to recruit for a fulltime Deputy Fire Chief; or <br />2. To authorize staff to recruit for a fulltime Fire Marshall; or <br />3. To authorize staff recruit for a fulltime Fire Inspector with reclassification to Fire <br />Marshall by the end of 2014 and to back -fill duties left unaccounted for via <br />outside sources; or <br />4. To authorize staff to contract out all functions of the second in command position; <br />this option is not recommended by staff. <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />Motion to approve resolution #2013-11-192, to replace the vacant Fire Marshal position <br />based on one of the four options, as follows: <br />1. Motion to approve resolution #2013-11-192, to authorize staff to recruit for a <br />fulltime Deputy Fire Chief with the pay scale range of $30.14 to $37.67 per hour; <br />or <br />2. Motion to approve resolution #2013-11-192, to authorize staff to recruit for a <br />fulltime Fire Marshall with a pay scale range of $27.79 to $34.69 per hour; or <br />3. Motion to approve resolution #2013-11-192, to authorize staff recruit for a <br />fulltime Fire Inspector with reclassification to Fire Marshall by the end of 2014 <br />and to back -fill duties left unaccounted for via outside sources with a pay scale <br />range of $26.98 to $33.72 per hour. This figure does not include any necessary <br />back -filling expenses; or <br />
