other items. He added that since there is a quorum present now, the Committee can take action if <br />it chooses. He added that he felt this meeting was a waste of time since the items will go directly <br />to the full Council and will be discussed again. He stated, with regard to the Fire Marshal case, <br />he could agree with Option Three — Fire Inspector; however, he was unclear what back -filling <br />expenses meant. <br />Human Resources Lasher explained that staff really does not know what this will look like. We <br />hope to find someone of the caliber to be reclassified but there will likely be some gaps so to <br />meet service needs, we would have to back fill — that's why that verbiage is written in there. <br />Councilmember Kuzma asked if the difference between Options Two and Three is $3,000. <br />Ms. Lasher stated it is a minimal difference but there is more administrative time spent on <br />Option Three, so a difference of about $5,000 or so. <br />Councilmember Kuzma asked for clarification that we do not know what the contracted amount <br />would be to which Ms. Lasher replied that is correct. <br />Chairperson Tossey asked if it means with Option Three, we would still need to contract out for <br />services. <br />Chief Kapler replied that is a possibility as positions are licensed differently. He believed this <br />would be a temporary thing — and that these gaps would close up. <br />Mayor Strommen stated then we would hire a lower level of inspector and we are in the same <br />place. Why not hire someone more where we want — the expense is not a big difference — why <br />not start at least there. <br />Chairperson Tossey stated he would prefer someone to start and then give him incentive training <br />and experience. <br />Mayor Strommen argued that we could get someone who already has had the training. <br />Ms. Lasher stated that the money could make a big difference. It does make a difference in the <br />candidate pool — candidates will look differently at a fire marshal position versus a fire inspector <br />position with reclassification. <br />Chief Kapler reiterated that either Option Two or Three will get us to the same finish line. He <br />added the idea with Option Three is to morph someone into the higher position. <br />Chairperson Tossey inquired if there are any current volunteer firefighters that could fill this <br />position. <br />Chief Kapler responded that he has a couple who meet the minimum requirements. <br />Personnel Committee / November 12, 2013 <br />Page 4 of 7 <br />
