Chief Kapler explained that as an inspector, for example, you report to someone who has the <br />final say of making an analysis on Code interpretation. By title, an inspector would have to go to <br />someone. A fire marshal is charged with interpretation of the Code. <br />Police Chief Way expressed agreement that it is a different skill set. <br />Chairperson Tossey stated he specifically wanted to know that this person would do more than <br />the other — have more authority. He stated with that information, he will be more comfortable <br />with the decision he has to make this evening. <br />Motion by Councilmember Kuzma, seconded by Mayor Strommen, to recommend that the City <br />Council confirm the recommendation of the Personnel Committee and adopt Resolution #13-11- <br />192, authorizing staff to recruit for a full-time fire marshal. <br />Further discussion: Councilmember Kuzma asked about the budget — making sure what is <br />budgeted for the fire marshal so we are not raising our budget for that position. Chairperson <br />Tossey stated he does not want to take action on this because he feels like he does not have all <br />the information — he wants to know the savings to the City that occurred when Mr. Kohner was <br />upgraded to marshal from inspector. Mayor Strommen commented that part of the savings <br />would have been the Chief's time. Chairperson Tossey asked if we were spending more money <br />before. Chief Kapler stated we had additional staff doing inspections — they were part-time staff. <br />Chairperson Tossey stated staff needs to figure out why this position is needed, how it saves us <br />money, and provide some kind of "why this is good" — then he can get behind it. Chief Kapler <br />stated he did not know if he could go to a balance sheet and find numbers. It's a quality of <br />service and efficiencies — he just was not sure about how to apply numbers to that. Mayor <br />Strommen repeated it is a savings of Chief Kapler s time with regard to supervising and training <br />and a time savings for businesses because they are dealing with the person who can make a <br />decision — a time savings inside and outside this building. She felt we cannot put a dollar <br />amount on that. <br />Motion carried. Voting Yes: Councilmember Kuzma and Mayor Strommen. Voting No: None. <br />Abstaining: Chairperson Tossey. Absent: Councilmember Backous. <br />6.
